The Portal "Our St.Petersburg" as an E-Participation System: Analysis of the Citizens' Requests Categories and Potential of Development Dynamics Research

Abstract


Within the framework of this study, the categories of citizens' appeals on the portal "Our St. Petersburg" are analyzed. Based on the previously created portal analytics system, an additional service was developed, which became part of a series of studies based on automatic parsing and data processing. Data for the period 2022-2024 were collected and processed, which made it possible to identify the most popular categories of appeals and study their temporal dynamics. The data obtained were used to study electronic participation. The created analytics system with an integrated new service provided the possibility of automated unloading of structured data by categories of requests, their detailed classification, as well as distribution by year and various categories of urgent problems. The study analyzed not only the key categories of appeals that are most significant for urban management, but also their changes and trends in dynamics in different time periods. This made it possible to identify the characteristics of electronic participation. The results obtained also have practical significance, as they can be useful for researchers studying digitalization and urbanization processes, employees of city government bodies, and representatives of urban development planning services. The study was conducted as part of the RSF project, implemented at the E-Governance Center of the Institute of Design and Urban Studies of ITMO University, aimed at studying the specifics of electronic interaction between government bodies and citizens at the regional level.
